Comal County Commissioners approved a total budget of $214.02 million for fiscal year 2026-27 and a tax rate of $0.305015 per $100 valuation during a regular meeting on Sept. 17.
The overview
The adopted tax rate is higher than the No-New-Revenue rate—which is the rate that would generate the same amount of property tax revenue as the previous year, according to the meeting presentation. The approved tax rate is projected to generate an additional $1.86 million in revenue—a 1.7% increase over the previous year.
Comal County Judge Kirsten Hoyt said she thought the approved tax rate was “conservative” and “responsible.”
The budget gives a 4% cost-of-living adjustment, or COLA, for all county employees, including elected officials, along with a 2% pay scale adjustment for law enforcement, according to the meeting presentation.
Using one-time reserves, the approved budget allocates $20.2 million to capital infrastructure projects such as the county tax office renovation and the design and construction for the expansion of the county jail, according to the presentation.
Notable quote
Comal County Precinct 3 Commissioner Kevin Webb said he thinks the budget highlights the court’s priorities, which include investments in public safety and employee raises.
“We talk about being a family here and providing good public service and so that demonstrates our commitment to hiring and retaining good folks to serve the public,” Webb said.
