The Comal ISD board of trustees unanimously voted to move forward with a bond election during their Aug. 4 meeting.

The $567 million bond, made up of two propositions, will be weighed by district voters in November. Proposition A, which costs $539.95 million, will fund facilities, land and buses, and Proposition B, which costs $27.04 million, will fund classroom technology. Both propositions can be financed through the district's current tax rate of $0.35 per $100 of taxable value, according to a district news release.
The bond amount was determined after a year of discussion by Comal Forward, a 61-member planning committee composed of parents, community members, staff and students.
Tim Kunz, a managing principal at VLK Architects who presented the bond package during the meeting, said they began walking the district facilities in June 2025 and then met with district leadership to discuss the district's needs.
What the board is saying
Board member Victor Reyna said he was part of the Comal Forward planning committee and was impressed with VLK Architects' team.
“I’m going to vote yes, because everything that is in here was reviewed by our committee, our community leaders, our parents, teachers, and they're all needed,” Reyna said.
Board Vice President Russ Garner said he will be voting yes to the bond because of the district’s track record with previous bonds.
“I think the district has an excellent reputation when it comes to our financial integrity, and our transparency, and our use of taxpayer funds for important bond projects hasn’t grown,” Garner said. “For all these reasons, I think it’s very important that we consider the entire package.”
Board member David Krawczynski was not present to vote due to a family obligation, but board President Courtney Biasatti read a statement from him on his behalf.
“I fully support this bond and the additions to not only the Davenport feeder pattern, but all campuses and support services needed,” Krawczynski said his statement. “We are succeeding in Comal ISD, and that needs support to continue.”
What happens next?
The last day to register to vote is Oct. 5. Early voting will be held Oct. 19-30. Election Day is Tuesday, Nov. 3, and polls will be open from 7 a.m.-7 p.m.
