McKinney City Council greenlit four contract amendments in September related to construction on the planned McKinney National Airport commercial terminal.
What happened?
Council members approved four resolutions during a Sept. 1 meeting. The resolutions authorize contract amendments with the following companies that are working on the airport’s commercial terminal expansion:
The action authorizes McKinney's city manager to execute amendments with each company to reflect “additional facility improvements” related to the project, according to city documents. In total, the council’s resolutions authorize costs up to $428,813, which includes $38,670 in contingency funding, in addition to the original contracts.
A closer look
McKinney National Airport officials have reached agreements with users of the upcoming commercial terminal, according to a city document. Those agreements dictate that the following improvements be added:
Construction of a 4,000-square-foot support building for airline tenants
Construction of office space within the terminal for airline tenants
Construction of the concession area within the airport terminal
Funding for the amendments has been allocated within McKinney’s Airport Construction Fund, which is a component of the city’s capital improvements program. City staff anticipate construction costs for the additional facility improvements will be covered by contingency funds in the city’s contract with construction company Swinerton, according to a city document.
Swinerton was selected to serve as the project’s construction manager in February 2025.

The Federal Aviation Administration is awarding more grant money to support ongoing development at the airport, according to a city document. Council members authorized submission of a grant application to the FAA earlier this summer seeking $2.7 million for the Taxiway C Extension project.
McKinney National Airport requested an amendment to the council's action because the FAA is increasing the grant award to $5,087,250, according to the city document. The higher grant award will also expand the scope of work to include site preparation, excavation and site grading.
The original scope of work only included planning and design services for the second and third phases of the extension project, the city document states. Council’s amendment in September authorizes the airport to accept the new funding amount and scope of work.
