AN AMENDMENT TO THE BEE CAVE CITY CHARTER REQUIRING VOTER APPROVAL FOR THE CITY TO TAKE ANY ACTION OR PASS ANY ORDINANCE ADDRESSING SUBDIVISION, SIGNIFICANT PHYSICAL CHANGE OR ALTERATION, SALE, PURCHASE, DONATION, EXCHANGE, OR CERTAIN LEASING OF CITY REAL PROPERTY; REQUIRING ALL DELIBERATION OF SUCH ACTION BY THE CITY COUNCIL OR CITY BOARDS AND COMMISSIONS BE DONE IN PUBLIC, DISCLOSING ALL CONDITIONS AND SPECIFICS OF SUCH PROPOSAL; NOT REQUIRING VOTER APPROVAL OF THE CITY PURCHASE OF REAL PROPERTY BUT REQUIRING ALL CONDITIONS AND SPECIFICS OF SUCH PURCHASE BE DISCLOSED IN AN OPEN MEETING?”

SHALL SECTIONS OF THE CITY CHARTER PERTAINING TO PETITIONS AND CHARTER AMENDMENTS BE AMENDED TO ALLOW ADDITIONAL TIME FOR CERTIFICATION, CLARIFY APPLICABLE STATE LAW, PERMIT NONSUBSTANTIVE ORGANIZATIONAL AND CORRECTIVE REVISIONS TO THE CHARTER BY ORDINANCE, AND PROVIDE PROCEDURES FOR CHARTER AMENDMENTS BY PETITION?

SHALL SECTIONS OF THE CITY CHARTER REGARDING FINANCES BE AMENDED TO CLARIFY AUDITOR OBLIGATIONS AND REPEAL PROVISIONS PERTAINING TO FAILURE TO ADOPT A BUDGET TO BE CONSISTENT WITH STATE LAW?”

SHALL SECTIONS OF THE CITY CHARTER PERTAINING TO DUTIES AND RESPONSIBILITIES OF SPECIFIC OFFICERS BE AMENDED AND TO AUTHORIZE THE MAYOR TO SIGN ONLY SPECIFIC CONTRACTS UNLESS OTHERWISE DIRECTED BY COUNSEL AND OTHER SIGNATORY OBLIGATIONS IF THE CITY MANAGER IS UNABLE; CLARIFYING MAYOR’S AUTHORITY DURING EMERGENCY OR DISASTER; PROVIDING FOR ELECTION OF MAYOR BY PLURALITY; AUTHORIZE THE CITY MANAGER TO APPOINT INTERIM OFFICERS UNTIL COUNCIL CONFIRMATION, CONDUCT FINANCIAL AND OPERATIONAL AUDITS, ASSIGN SUBORDINATES TO ASSIST MAYOR AND COUNCIL WITH OFFICIAL SCHEDULES AND OFFICIAL CITY Ord. No. 24-539 Page 8 of 17 COMMUNICATIONS ONLY; PREVENT INTERFERENCE WITH CITY MANAGER PERFORMANCE; ESTABLISH CITY SECRETARY AS A CITY MANAGER SUBORDINATE EXCEPT FOR AGENDA FORMATION AND ELECTIONS; ESTABLISH MUNICIPAL COURT AS A COURT OF RECORD TO CLARIFY JURISDICTION WITH STATE LAW; PROVIDE FOR ASSOCIATE JUDGES, AND ALL JUDICIAL TERMS; AND CLARIFY THE CITY ATTORNEY AS THE ATTORNEY FOR THE CITY AS A WHOLE AND AS THE MUNICIPAL COURT PROSECUTOR, REQUIRE REPORTING FROM OTHER LEGAL COUNSEL, AND AUTHORIZE CITY ATTORNEY TO DESIGNATE SPECIAL COUNSEL AND SPECIAL PROSECUTORS?

“SHALL SECTIONS OF THE CITY CHARTER BE AMENDED TO CONSOLIDATE PROVISIONS REGARDING ALTERING THE BOUNDARIES OF THE CITY OF BEE CAVE THROUGH ANNEXATION AND DISANNEXATION?”

<p><span style="color: rgb(0, 0, 0);">“Approving the ad valorem tax rate of $ 0.344445 per $100 valuation in County of Travis for the current year, a rate that is $0.025 higher per $100 valuation than the voter-approval tax rate of County of Travis, for the purpose of increasing access to affordable and high-quality child care and afterschool/summer programming and related services for low-income families and developing and administering related workforce and economic development programs. Last year, the ad valorem tax rate in County of Travis was $0.304655 per $100 valuation.”</span></p>

<p>Shall the City Charter be amended to provide that a petition for an election to recall a City Council member other than the mayor must contain valid signatures of at least 15% of qualified voters of the respective Council district, instead of the current 10%, and to clarify that the affidavit on the recall petition must be signed by a petition circulator rather than by a person who signed the petition?</p>

<p>Shall the City Charter be amended to provide that initiative elections and citizen-initiated charter amendment elections must be held on the next available November election date that occurs in an even-numbered year and that allows sufficient time to comply with other requirements of law?</p>

<p>Shall the City Charter be amended to remove the requirement that an individual must submit an affidavit to provide notice to the City of a claim of death, personal injury, or damaged or destroyed property, and to align the claim notice deadline with state law?</p>

<p>Shall the City Charter be amended to clarify the meaning of the term “election” and to provide that the contribution and expenditure limits shall be modified each year by January 1st instead of with the adoption of the budget?</p>

<p>Shall the City Charter be amended to delete language requiring the City Council to determine its rules and order of business by ordinance?</p>

<p>Shall the City Charter be amended to make non-substantive corrections of typographical errors, punctuation, and sentence structure, and to change or remove language that is moot or is unenforceable because it has been superseded by state law or by a final court order?</p>

<p>Shall the City Charter be amended to provide that the city council appoints and may remove the city attorney?</p>

<p>Shall the City Charter be amended to remove the restriction that officeholders must wait until after leaving office in order to solicit and accept political contributions to pay unpaid campaign expenses or to reimburse campaign expenditures made from personal funds, and to impose contribution limits on such officeholders?</p>

<p>Shall the City Charter be amended to ensure that city financial practices are consistent with generally accepted accounting principles, reflect current practices for appropriations for department-level work programs, and reflect best practices in contract execution authority and competitive bidding procedures consistent with state law for local government procurement, and also be amended to increase the annual amount of contracted expenditures the city manager may approve without Council approval?</p>

<p>Shall the City Charter be amended to remove appointees and employees of the office of the city auditor from the classified civil service?</p>

<p>Shall the City Charter be amended so that the time frame for the automatic resignation provision for municipal court judges is the same as that provided in the Texas Constitution for other officials?</p>

<p>Shall the City Charter be amended to clarify that the Independent Citizens Redistricting Commission (ICRC) is independent of City Council control, allow the ICRC to review City districts after changes to the City’s boundary lines, provide an effective date for the redistricting plan adopted by the ICRC, increase the number of individuals in the pool of potential appointees to the ICRC, clarify the method and timing of filling vacancies on the ICRC, and allow City staff to communicate with the ICRC outside of a meeting as long as such communication is in compliance with the Texas Open Meetings Act?</p>

<p>Shall the City Charter be amended to delete language providing that the City Council shall meet at least once each week?</p>
