Westlake council discusses Entrada development

Ron Ruthven, Westlake’s director of planning and development, said Hugo’s Invitados officials would also like to add an enclosure to the breezeway, an HVAC system and more windows.

Ruthven said it would add 4,000 additional square feet to the restaurant but won’t affect any permit issues or other existing restaurants in Entrada.

“It doesn't change the occupancy class for permitting; it just adds a little more seating to the building,” he said. “[The fire department] reviews all permits like this, and it falls within the existing code parameters. We’ve already done a code review.”

There is a parking garage with 450 spaces that Hugo’s Invitados patrons are allowed to use, but the restaurant plans include adding valet parking, Ruthven said.

Ruthven said Hugo’s Invitados is the only confirmed restaurant for Entrada. There are shell buildings adjacent to the restaurant that are lease-ready, but Hugo’s Invitados is the only active permit on file. Plans were made for Dahlia Bar & Bistro as well as 1845 Taste Texas to open in Entrada, but the building permits expired, and work stopped earlier this year, according to Ruthven.
