The proposed changes include changes regarding council conduct, meeting decorum, conflict of interest disclosures, and clearer guidance on excused versus unexcused absences, according to agenda documents.
Council members also discussed adding language that would tighten controls on public comment, aiming to preserve decorum while still respecting free speech.
The new policy would give the mayor the ability to enact verbal warnings or remove individuals for personal attacks, profanity or disruptive behavior.
The update also proposes reinforcing gift and conflict-of-interest provisions, aligning them with Texas state law.
