During its Feb. 6 meeting, the Tomball City Council unanimously approved six Tomball Economic Development Corp. agreements with various commercial businesses, including Della Casa Pasta and Studio a28.

The incentives and grants laid out in these approved agreements will not be paid out until after the respective businesses have fulfilled their obligations, such as expanding and creating new jobs, TEDC Executive Director Kelly Violette said during the meeting.

“Everything we do is performance based, and when I say that, we can enter into these grant agreements, and sometimes [a business] is not going to get past the city process,” Violette said. “Sometimes they’re not going to get past a rezoning. But most of the time, we’re kind of that first step because they want to know, ‘OK, if we can go forward, this is what we’re going with.’”

Della Casa Pasta will receive $16,077 in grant funding for expanding, retaining five employees and adding three new employees over the next two years. The business, which is aiming to purchase the 7,872-square-foot building it operates out of, occupies 30% of the space and is seeking to expand by 1,927 square feet, according to the Feb. 6 agenda packet. Della Casa Pasta makes fresh pasta for wholesale and retail customers.



Persimmon Global Logistics, created to help coffee company Copan Trade expand, will receive $16,920 in incentives for creating five new jobs through an expansion in Tomball. The company is aiming to create an 11,250-square-foot office and warehouse building located on 1014 Lizzie Lane, Tomball, which will allow PGL to “capitalize on the increasing demand in the green coffee warehousing market,” according to the agenda packet.

Hufsmith-Kohrville Business Park LLC will receive $122,722 in grant funding, which is 10% of the project’s $1.22 million in infrastructure costs. The project, which is operated by Lone Star Development, would include four pre-engineered metal buildings—one 11,050-square-foot retail building and three office/warehouse buildings ranging from 7,500 square feet to 16,500 square feet, according to the agenda packet. Construction is anticipated to begin in April and last around seven months.


Church Holdings Inc. will receive $426,639 in grant funding, which is 10% of the project’s $4.26 million in infrastructure costs. Church Holdings Inc. aims to build an office/warehouse park called Tomball Commerce Center, which will be six buildings built in four phases, according to the agenda packet. The buildings will range in size from 10,500 square feet to over 20,000 square feet. The first phase of construction, anticipated to begin in the first quarter of 2023 and finish in the third quarter of 2023, will include two 10,500-square-foot buildings.

BCS Tomball Main LLC will receive $123,094, which is 15% of the project’s $820,625 in infrastructure costs. In Phase 1 of its project, BCS Tomball Main is aiming to develop 0.43 acres at the northeast corner of Hwy. 249 and FM 2920 to be a Salad and Go. Phase 2 of the project will renovate the vacant Luby’s into multitenant retail buildings, according to the agenda packet. The site work for Phase 1 is anticipated to begin in the third quarter of 2023 with the Salad and Go opening in the first quarter of 2024.



Studio a28 will receive $4,063 in rental incentives, which is 25% of the base monthly rent for the first year of its operation in a 400-square-foot space located within The Field at 1431 Graham Drive. The hospitality interior design studio has completed projects for local businesses, such as Paradigm Brewing Co. and Smallcakes Cupcakery.
