In a news release posted to social media, city officials announced effective April 25 Libby would no longer serve as police chief over the Oak Ridge North Police Department following a recommendation from City Manager Heather Neeley to terminate Libby from his position April 14.
"Over the course of his career, Chief Libby contributed to the department's growth and helped navigate the changing demands of municipal policing," the release stated. "His long-standing service reflects a deep familiarity with the community and operations of the department."
Libby served the Oak Ridge North Police Department for 32 years in various roles before becoming chief over the department in 2018.
How we got here
Libby was previously placed under a probationary review period on April 14 following reports alleging a “hostile culture" within the department. Neeley said the recommendation came following the loss of 19 police officers from the department since 2020 who each cited concerns about a toxic work environment and a lack of training.
Following a tie vote in council, Mayor Paul Bond made the deciding vote to keep Libby on to provide an opportunity to address the reports.
What's next?
City officials said a search for a new chief will begin immediately, and no interim police chief has been announced as of press time.
"As the city looks ahead, a formal search process will be launched to identify a new chief of police who will continue building on the department's commitment to professionalism, safety and community partnership," the release said.
