Goodwill has filed plans for remodeling work at a site in The Woodlands at Cochran’s Crossing Village Center, according to a filing with the Texas Department of Licensing and Regulation.

Brad Bailey, chair of The Woodlands Township board of directors, told Community Impact that plans for a Goodwill at the location have not been presented to or approved by the township's Development Standards Committee, which he said is part of the standard operating procedure for businesses locating in the township.

“According to the property warranty deed, there is a land use restriction for the Cochran's Crossing Shopping Center requiring first-class retail, and a Goodwill store is not considered first-class retail," Bailey said.


Community Impact reached out to Goodwill of Houston, but a reply was not immediately available. Leasing company Regency Centers declined to comment on the filing.

“The Woodlands Township remains committed to upholding the standards that make our village shopping centers vibrant, attractive and economically strong,” Bailey said. “We do not want to see these centers sit vacant—we want to see them well-maintained and filled with quality first-class retailers, as defined by the governing documents, which reflect the character and vision of The Woodlands. Protecting that vision means standing firm on expectations for revitalization and reinvestment that benefit the entire community.”

The details

According to the filing, Goodwill is remodeling an existing retail space. Construction on the project was slated to start Aug. 1 and is expected to wrap up in October, according to the filing. The site previously housed a CVS store.


Goodwill Industries International operates more than 150 local Goodwill organizations, according to its website. Founded in 1945, Goodwill Industries of Houston operates over 100 locations, selling gently used items such as clothes, home goods, furniture, books and more.
