The Woodlands Township held its monthly meeting last night. Here's what residents may have missed: 1. The township heard a presentation for Phase 2 of a feasibility study for a cultural arts center that would include a proposed indoor performing arts center and a museum. According to a presentation from the board from Webb Management Services Inc., the center would include two distinct facilities that could be combined or operated separately. According to Webb Management President Duncan Webb, the proposed museum would be similar to an existing Houston Museum of Natural Science location in Sugar Land. "[HMNS sees] that this is an important market for them to reach, and they are in the exhibit and programming business, but they are also in the fundraising business," Webb said. "They see this as a satellite facility out here that ultimately helps the larger institution." The museum could include a large exhibition space, an education space, a theater and lecture hall, as well as shared spaces with a lobby, box office, gift shop and cafe. The arts center could include a large performance space, a smaller performance space, a multipurpose room, classrooms, two galleries and a digital media center, Webb said. Township chairman Gordy Bunch said in addition to providing more space for cultural opportunities, the center could also become a new source of tax revenue, something the township will need as it approaches residential build-out over the next couple of years, which could slow property tax revenue. "We just got through our budget cycle—we know there’s going to have to be some new things that need to occur within the community to move the needle on our long-term sales tax revenue and attractiveness within the community," Bunch said. "This is one of those assets that can help us with our long-term local economy." Proposed locations for both buildings have not yet been announced, but the presentation indicated the new buildings could require 4-8 acres of land each. 2. The township approved a request for qualifications and proposals for a study on what would be needed for the township to incorporate. The request will be published and sent to various universities and consultant for consideration. A bid could be selected as soon as December, according to city staff. 3. The township board also approved a contract to develop a mobile ticketing system for The Woodlands Park and Ride transit system. According to Transit Program Manager Chris LaRue, the system will allow passengers to use smartphones to purchase tickets for The Woodlands Express and will allow riders to see buses in real time on their phones through a mobile application. A debut date for the app has not been announced.
