In a nutshell
At an Oct. 20 meeting, Missouri City City Council voted 6-1 to recommend the construction of charging stations in front of City Hall, located at 1522 Texas Parkway. District D council member Floyd Emery dissented.
The move comes after council authorized City Manager Angel Jones to negotiate a 10-year pilot program with OnPoint EV Solutions Inc. in March for the construction, operation and maintenance of public electric vehicle chargers at two city-owned properties—City Hall and Sta-Mo Park.
The program would come at no cost to the city, while receiving $215 monthly per EV space from OnPoint with a 3.5% increase per year, Community Impact reported. OnPoint would also pay the city a 10% utilization bonus for each charging station if metrics are met.
The details
The charging station, which would take eight employee spots in the City Hall parking lot, would provide additional access to power in an area where it has been desired for many years, Assistant City Manager Jason Mangum said.
The location would be visible from Texas Parkway, putting it in direct sight of 33,600 drivers a day, the most out of any proposed locations, including:
- Behind City Hall in the Veterans Memorial parking lot
- In the Missouri City Branch Library parking lot
- Quail Valley Golf Club
- Missouri City Recreation and Tennis Center
The chargers would be priced at about $0.55 per kilowatt, slightly higher than the national average of $0.52, he said.

Meanwhile, Harris County leads the state with 57,976 electric vehicles, followed by Dallas and Travis counties with 48,067 and 45,507, respectively. Among Houston-area counties, Fort Bend County has the second-highest number of EVs behind Harris County, per the data.
Looking ahead
The item will return to council for approval, though a date has not yet been set. City Counci's next meeting is Nov. 3.
