Sugar Land could see more compact residential options near Constellation Field.

At a May 6 meeting, Sugar Land City Council approved the second reading of two ordinances to change the land use plan and rezone 30 acres of land—located east of Hwy. 6—from commercial use to a neighborhood activity center.



The land change aims to allow development of middle housing, which includes cottages, townhomes and small-lot homes for more affordable options tied in with offices, shops and restaurants, Redevelopment Planning Manager Ruth Lohmer said.


The first reading was approved at an April 15 meeting.

The zoning change comes as city officials look to add more housing variety for empty nesters, young families and small households with only 4% of undeveloped land left in the city, Lohmer said. Single-family dwellings currently account for 90% of housing in the city, 2023 data shows.
Looking ahead

There are no active developers pursuing the land and residential is not guaranteed as it depends on market interest, Lohmer said.


Future developers will still need to get development and site plan approval from City Council, she said.
