Missouri City officials are considering annexing the Sienna Management District for additional tax revenue.

The district, which was created in 2016 through a strategic city partnership agreement, is being considered for annexation due to zoning confusion and because it is already partially within city limits, City Attorney E. Joyce Iyamu said.

The annexation would expand the city's boundaries, putting officials in charge of activities such as law enforcement, firefighting and animal services, while allowing the city to collect an estimated $540,236 in additional net revenues, Iyamu said.

The district has three apartment complexes, each valued at about $40 million, Iyamu said. The complexes house about 1,100 people in 860 units, and they would likely fall within District C.




While the move is not expected to add any debt to the city, the management district will keep all assets and liabilities if annexed, Iyamu said.

What else?

If City Council decides to annex the Sienna district, Mayor Pro Tem Sonya Brown-Marshall said they should also consider redistricting to ensure that residents are equally represented.


“We’d have to honestly get to the point where we start looking at trying to figure out a way to level out the numbers,” Brown-Marshall said. “Eventually we’re going to have to take a look at [redistricting].”

What’s next?

City Council will reassess annexation after the Nov. 4 election, once the new council is selected, Iyamu said. From there, city officials would need to approve the move before Jan. 1, 2026, to collect tax revenue from Sienna residents, Iyamu said.

The strategic partnership agreement with Sienna expires in 2026, Iyamu said.
