Eight candidates have filed to run for three positions on Harris County Emergency Services Department 11’s board of commissioners in the May 4 election.

The overview

Three at-large positions are up for grabs on ESD 11’s board of commissioners, meaning the three candidates who receive the most votes will be awarded seats on the board.

In the order they will appear on the ballot, candidates for ESD 11’s May 4 election include:
  • Steve Williams*
  • Brian Gillman
  • Karen Plummer*
  • Robert Pinard*
  • Jared W. Adams
  • Kofi Barkoh
  • Kevin Brost, a former ESD 11 commissioner
*Indicates incumbent

Regina Adams, ESD 11 legal counsel, said challenger Joel Ocasio is also vying for a spot on the board as a write-in candidate.


How we got here

The election is coming more than two years after the launch of ESD 11 Mobile Healthcare, which provides emergency medical services for 177 square miles across north Harris County, including portions of the communities of Spring, Klein, The Woodlands, Cypress, Tomball and Humble.

The launch of the EMS provider came following decades of contracted emergency services after ESD 11 commissioners voted in September 2020 to form its own ambulance service.

Early voting for the May 4 election will run from April 22-30. The deadline to apply for a mail-in ballot is April 23.
