Manvel City Council reviewed a mid-year budget update on fiscal year 2025-26 at its May 4 workshop session, outlining year-to-date revenue and expenditure trends, fund balance position and the budget development timeline ahead of FY 2026-27.
The breakdown
Revenue is up nearly 18% compared to the FY 2024-25 budget, while expenditures are up nearly 30%, Manvel's Finance Director Rosie Donaire said at the workshop.
Donaire said the city has continued efforts to manage costs by seeking multiple quotes for purchases and identifying lower-cost alternatives for supplies and equipment.
Council member Crystal Sarmiento highlighted at the workshop that emergency management expenditures increased by approximately 844% compared to FY 2024-25.
The increase mainly reflects the establishment of an emergency management division, with budgeted funding rising from approximately $87,000 to nearly $191,000 to cover a full year of salary and benefits, Manvel City Manager Dan Johnson said at the meeting.

The city’s utility fund increased by nearly 20% compared to FY 2024-25, according to budget documents.
The city reported an unaudited fund balance of nearly $10.8 million as of March 31, representing approximately 224 operating days in reserve, according to budget documents.
Nearly $5.7 million in additional revenue is still expected to be collected, while nearly $9.9 million in expenditures remain for the rest of the fiscal year. Based on current projections, the final fund balance could vary by approximately $2 million depending on year-end activity, Donaire said at the workshop.
What’s next
Manvel City Council is scheduled to meet May 18 for its workshop session, during which the Public Safety department will present its mid-year budget update.
From May through July, additional departments including Public Works, Parks and Utilities are expected to present their updates, according to budget documents.
In August, a preliminary FY 2026-27 budget will be presented to City Council for review, followed by revisions and a second draft. The city will host a budget town hall on Aug. 19 to gather public input, according to budget documents.
In September, City Council is expected to consider adoption of the budget, with public hearings and final adoption dates to be announced, according to budget documents.
