Manvel City Council unanimously approved a budget amendment at its Jan. 5 meeting to increase funding for the City Hall expansion and the Heritage Park project.

The details

The new 10,041-square-foot City Hall building will be constructed in the existing main parking lot, with public parking planned along Palmetto Drive, as well as staff parking and related site improvements.

The expansion project is part of the city’s Bond Series 2023 and originally had a budget of $5.71 million. When engineering, inspections and contingencies are added, the total project cost is now estimated at $7 million, according to city documents.

The city approved an extra $1.29 million to cover the difference.


Also of note

Heritage Park will be located behind Manvel City Hall, along Large Avenue from Palmetto Street to Masters Road, and will include a dog park, restrooms, pavilion, gazebo and inclusive playground equipment.

Although the park was not included in the original 2023 bond, it has a pre-existing budget of $826,549, according to city documents.

The city previously approved $162,000 for playground equipment Oct. 20.


The project’s remaining budget stood at $665,467.92. With construction bids estimated at $2 million, the city approved an additional $1.33 million to move the project forward.

Cost to the city

In total, the city approved around $2.6 million in additional funding for both projects.

The city will use money from its capital projects fund balance to cover the additional costs.


Funding will come from interest earned on bond money and leftover funds from other city projects, according to Manvel Director of Finance Rosie Donaire.

The capital projects fund is expected to retain a balance of around $3.2 million, which city officials said would be reserved for bond discrepancies.

What’s next?

City Council approved the Crain Group as the general contractor for both projects. Once contract documents are finalized, the city and Crain Group will establish an official timeline.


Construction is projected to take up to 439 working days to reach substantial completion, with final completion expected within 469 working days, according to city documents.
