Manvel City Council unanimously approved the first readings of the annexation and zoning designation for development in Manvel Crossing at its Nov. 17 meeting.

The development, located along State Highway 6, west of Kirby Drive and east of Manvel Town Center, is slated to include nearly 50 acres of land for commercial use.

The overview

While it is not yet finalized, the planned unit development, or PUD, will potentially have some of the following:
  • Health care facilities
  • Child care facility
  • Recreational sports centers
  • Restaurants
  • Grocery store
  • Hotel
  • Professional office
  • Climate-controlled facilities for mini-warehousing


The details


BCS Capital Group, a Houston-based commercial real estate agency, will be the developer for the PUD.

The developer and city staff are currently working to finalize the PUD document to address concerns raised by City Council.

City Council's main focus is to ensure the quality of tenants and development standards. This includes amending the PUD to allow only one hotel and eliminating the term "motel" to meet high-quality development standards.

Among other requirements, the PUD must clearly define that any permitted self-storage or mini-warehousing facilities must be strictly climate-controlled only.


What’s next

The finalized PUD document with all adjustments made will be brought to council at its Dec. 1 meeting.

At that meeting, City Council will consider the second readings of the annexation ordinance and the PUD zoning ordinance, city officials said.

City Council will also consider the 380 agreement, which is the financial incentive between the city and BCS Capital Group for the project.
