Pearland City Council voted unanimously to amend the financing plan for Tax Increment Reinvestment Zone 2, located in Shadow Creek Ranch, at its Nov. 10 meeting.

The details

The 4,000-acre TIRZ was created in 1998 to unify development activities toward a master plan approach for the creation of Shadow Creek Ranch, according to city documents.

The amendment allows for $34 million to be invested in projects in the TIRZ, including:
  • Acquiring 50 acres of land
  • Parkland rededication
  • Sportsplex expansion and trail improvements
  • Replacement of Clear Creek bridge at Kingsley Drive
  • Broadway Street expansions
The 30-year TIRZ has generated a total of $284 million in increment taxes through 2024, according to city documents.



Looking ahead

The second and final reading will be held at Pearland’s Nov. 17 council meeting, according to city documents.

The land acquisition will take place from January 2026 to December 2028, according to city documents.
