After the former contractor abandoned the project, the city of Friendswood has hired a new contractor for the Blackhawk Boulevard reconstruction project and reached an agreement with Liberty Mutual Insurance to fund it.

Friendswood City Council voted unanimously to award an agreement with Liberty Mutual and Pearland-based Westbrook Contractors for the Blackhawk Boulevard reconstruction Phase II-B project at its Aug. 4 meeting.



The backstory


Huffman-based Triple B Services abandoned the Blackhawk Boulevard Reconstruction Phase II-B project in May 2023, prompting Friendswood to make a performance bond claim against Liberty Mutual, according to agenda documents.

Pearland-based Westbrook Contractors was brought in under an emergency contract to finish the west side of Phase II-B after the abandonment, according to agenda documents.

As a result, city officials authorized an alternate contractor for stopgap construction to finish the west side of Phase II-B, which runs from Pennystone Way and Geneva Drive, according to city documents.

The details


Liberty Mutual will pay Friendswood $195,887 for Phase I, which Westbrook Contractors is overseeing, and $230,000 for Phase II to cover construction and engineering costs, according to agenda documents.

Looking ahead

The second phase of the reconstruction will be incorporated into the Phase II-C project and is scheduled to go out for bid in the fall, according to agenda documents.
