What’s changed
Starting in the 2025-26 school year, armed security will be stationed at elementary and middle schools, according to code of conduct documents.
Other security-related items in the code of conduct include:
- The addition of short-barreled firearms to the list of prohibited items
- Restrictions on returning students to classrooms after assaults—including aggravated or sexual assaults—on teachers
- Expanded Disciplinary Alternative Education Program, or DAEP, and expulsion criteria, including bullying that encourages suicide, certain drug and e-cigarette offenses, false alarms/terroristic threats, retaliation against school staff and violent crimes
A handful of items have also been added for new disciplinary measures in the code of conduct.
This includes:
- In-school suspension as a consequence for certain general conduct violations and first-time e-cigarette offenses, with no set time limit
- Stricter penalties for e-cigarette and nicotine product use, including possible DAEP placement or at least 10 days of in-school suspension for first offenses
- A ban on out-of-school suspension orders for students below grade three unless state law criteria are met
In regard to bullying, protections will be implemented for students with disabilities, in which certain disciplinary actions, such as bullying, harassment or cyberbullying, require a review by the student’s Admission, Review, and Dismissal committee before any change in educational placement is made.

Other additions to the code of conduct include:
- Prohibition of antisemitism-motivated behavior
- New rules on personal communication devices that state they must be stored as directed and their use during the school day is prohibited
- Ban on the misuse of artificial intelligence for academic dishonesty
