Trustees will also consider a policy for library material procedures for procurement, as well as an access plan for parents to be more involved in their child’s library book choices.
Both policies are based on state mandates from the 89th Texas Legislature, according to district agenda documents.
What’s happening?
The district’s current cellphone policy already restricts device use. However, it allows teachers to permit students to use their phones for instructional purposes. This policy will strictly prohibit cellphone use, according to district documents.
Exceptions to this policy will include:
- The device is required under an Individualized Education Program, 504 plan or a similar program or plan.
- The device is needed due to a directive from a licensed physician.
- The device is necessary to comply with a legal health or safety requirement or district or campus safety protocols.
Trustees will also consider a library materials policy based on Senate Bill 13, which passed during the 89th Texas Legislature.
The new policy includes more parental rights, new procedures for public challenges and appeals, required board approval for certain materials and additional transparency provisions, according to district documents.

The board will meet to consider these policies at 8:45 a.m. Aug. 6 at the district’s Tommy King Administration Building, located at 301 E. House St., Alvin.
