The details
According to previous reporting, the roughly 566,000-square-foot, $38.3 million facility will house the production and distribution of the company’s toilet paper, napkins, kitchen towels, facial napkins and special papers.
Once completed, the project is expected to create around 250 jobs, EMCID officials said.
How we got here
Construction on the project is coming nearly two years after GCP Paper USA Inc. officials agreed to invest around $400 million in the East Montgomery County Industrial Park in July 2023.
As part of the agreement, GCP Paper USA Inc. officials agreed to donate $100,000 to the East Montgomery County Scholarship Foundation—a nonprofit subsidiary of EMCID—and hire 51% of its employees from the east Montgomery County area, according to previous reporting.
The company also agreed to donate $15,000 annually over a 10-year period toward paper products at EMCID’s upcoming convention center, which is expected to open in Fall 2026.

EMCID officials said the project is expected to be completed in June 2026.
