The overview
At a May 20 meeting, Fulshear staff presented the preliminary draft of its CIP, allowing City Council members to provide direction as the plan progresses. The plan lays out the city’s financing and timing for projects over a five-year period.
A majority of the FY 2025-26 CIP—$13.08 million—is allocated to facilities, parks and technology projects. Additionally, the proposed plan shows FY 2026-27 has the most funding allocated to it over the five-year period, taking up $125.41 million of the total $412.83 million expected cost.

Finance Director Erin Tureau said proposed projects include:
- Drainage: Eastside Tributary Drainage improvements construction
- Facilities, parks and technology: Primrose Park Phase 3, park land acquisition and trails master plan study
- Streets and traffic: citywide flashing beacon installation and sidewalk gap program
- Water: McKinnon water plant, FM 1093 water line upgrades; and a Supervisory and Control Data Acquisition, or SCADA, system master plan and implementation
- Wastewater: Texana lift station expansion, Katy-Fulshear lift station and SCADA master plan
Looking back
Of the 38 projects for FY 2024-25, 14 are in the design phase, while 10 are in the construction phase, Public Works Assistant Director Tiffany Stodder said. Additionally, nine have been completed including the FM 359 waterline extension, roadway condition assessment and the water and wastewater master plan.
What’s next
The finalized plan will be formally adopted by City Council in September along with the FY 2025-26 budget and will go into effect in October, Tureau said.
