On the heels of the Nov. 4 election, in which Lamar CISD voters authorized $1.98 billion in bonds, officials are recommending architecture and engineering contracts to move forward with building several new campuses.

Trustee Jon Welch asked that the item be pulled for discussion at the next board meeting for the sake of public transparency.

“I'm just going to be asking the administration [to explain] the process of how we're going to go about selecting the different contractors who do business with the district,” he said at the Nov. 17 meeting. “So we can just go ... out of our way to make sure it's transparent for the public.

The procedure

The recommendations outline the architects, procurement methods and timelines for three new elementary schools and the package of secondary school construction and additions as part of the 2025 bond’s $1.9 billion Proposition A.


Under Texas law, procurement for architect or engineer services requires that all vendors must be selected “on the basis of demonstrated competence and qualifications,” per board documents. The Bond Program Office has recommended different procurement methods depending on the scope and complexity of the projects, per district documents.

However, contract amounts were not outlined in district documents.

The proposal

The contracts include Proposition A projects, which include several new Fulshear area campuses, including an elementary school and secondary complex.

Trustees will discuss and vote on the contracts at the Dec. 16 meeting, per district documents.
