Breaking it down
All three contracts total a little over $1 million dollars. The three contracts, awarded to Gauge Engineering, include:
- Construction phase services: $353,569
- Construction materials testing: $250,976
- Construction management and inspection: $398,660
Construction is anticipated to begin on the first phase of the project, which spans Montrose Boulevard from Allen Parkway south to West Clay Street, in late March or early April, according to previous Community Impact reporting.

The Montrose TIRZ also welcomed its three newest members during the March meeting. Katy Caldwell, Elizabeth Larson and Ray Purser were nominated by Houston Mayor John Whitmire in February and were approved by City Council on Feb. 26. The placing of the three new members completes an entire restaffing of the TIRZ. Since Whitmire took office, all seven board members have been replaced.
According to city officials, Whitmire did not consult council member Abbie Kamin, who represents the Montrose area, on the selections. However, Kamin did not dissent and ultimately voted in favor of the board changes, but did express some criticism.
"I am concerned that we have lost now all institutional knowledge with this TIRZ," she said during the Feb. 26 meeting. "The board has been completely replaced in less than a year. There's no leadership pipeline, no transition, no consistency in the midst of nearly a decade, if not more, of work."
The term for the new TIRZ members will expire Dec. 31, 2026.
