As advocates eye city police spending for areas of reform, Community Impact Newspaper broke down the ins and outs of the Houston Police Department's Fiscal Year 2020-21 budget, which was approved by City Council June 10. Not all of the police spending however, is dictated by the annual vote. The three-year contract negotiated between the mayor and the Houston Police Officers Union, grant applications, and donations all play a role in allocating resources to the department.
