With all 700 voting centers reporting Election Day results in Harris County, incumbents Mark Ramsey and Kelly Fessler have won their respective seats on the North Harris County Regional Water Authority board.

With 685 of 700 voting centers reporting Election Day results in Harris County, it appears both incumbents—Mark Ramsey and Kelly Fessler—will win their respective seats to serve another term on the North Harris County Regional Water Authority board.

As of 6 a.m. the morning after Election Day:
  • Mark Ramsey earned 33,440 votes in District 4.
  • Alan Rendl earned 10,506 votes in District 4.
  • Kelly Fessler earned 18,720 votes in District 5.
  • Roy Burroughs earned 14,555 votes in District 5.

With 12 of 700 Harris County Election Day polling centers reporting votes as of 10:30 p.m., Ramsey and Fessler maintain their leads in the North Harris County Regional Water Authority board of directors election.

Early voting numbers from the Harris County Clerk's Office show incumbent Mark Ramsey taking a lead over Alan Rendl for District 4 and Kelly Fessler taking a lead over Roy Burroughs for District 5 in the North Harris County Regional Water Authority board of directors election.

The NHCRWA is responsible for securing long-term, reliable and quality drinking water "for as long as possible for as little as possible," according to their website.

The breakdown

Incumbent Ramsey faced Rendl in District 4, and incumbent Fessler faced Burroughs in District 5.
  • Ramsey has received 27,472 votes, or 76.59%. His experience entails working as an engineer and business owner.
  • Rendl has received 8,398 votes, or 23.41%. He previously served on the board for 22 years before losing the election to Ramsey in 2022.
  • Fessler has received 14,218 votes, or 56.12%. His experience entails working as a software consultant and serving on the board.
  • Burroughs has received 11,118 votes, or 43.88%. His experience entails working as a certified public accountant.
The backstory


NHCRWA provides water for all independent neighborhoods, municipal utility districts, small municipalities and permitted well owners within its boundaries.

Community Impact reported previously that the board in September voted to reduce surface water rates and groundwater pumpage fees for the third time since 2023. The board voted to reduce water rates twice by $0.50 in 2023. Prior to these reductions, the fees had continually increased, Community Impact reported previously.
