With mail-in, early voting and election results reported, incumbent Karen Plummer and newcomers Jared W. Adams and Kofi Barkoh are the three highest vote-getters in the May 4 election for the Harris County Emergency Services District No. 11 board of commissioners.

According to the ESD 11 elections website, results based on the 2,077 ballots counted are as follows:
  • Adams: 881 votes
  • Plummer: 802 votes
  • Barkoh: 687 votes
  • Brian Gillman: 650 votes
  • Incumbent Steve Williams: 550 votes
  • Kevin Brost: 490 votes
  • Incumbent Robert Pinard: 488 votes
  • Write-in candidate Joel Ocasio: 318 votes
Election officials noted unofficial results do not include late early mail-in ballots, yet-to-be-corrected defective early mail-in carrier envelopes, accepted provisional ballots or Federal Post Card Application ballots.

According to the ESD 11 elections website, there are a number of ballots that could be added to the final count based on provisional ballots, provisional and mail-in ballots rejected or pending, and mail-in ballots not returned or pending voter action.

Early voting results show incumbents Steve Williams and Karen Plummer as well as newcomer Jared W. Adams taking early leads in the May 4 election for the Harris County Emergency Services District No. 11 board of commissioners.

  • Plummer: 753 votes
  • Adams: 646 votes
  • Williams: 505 votes
  • Brian Gillman: 495 votes
  • Kofi Barkoh: 476 votes
  • Kevin Brost: 416 votes
  • Incumbent Robert Pinard: 382 votes
  • Write-in candidate Joel Ocasio: 262 votes

Some context

Three at-large positions are up for grabs on ESD 11's board of commissioners, meaning the three candidates who receive the most votes will be awarded seats on the board.


The election is coming more than two years after the launch of ESD 11 Mobile Healthcare, which provides medical services for 177 square miles across north Harris County, including portions of the communities of Spring, Klein, The Woodlands, Cypress, Tomball and Humble.

The launch of the EMS provider came following decades of contracted emergency services after ESD 11 commissioners voted in September 2020 to form its own ambulance service.
