Current situation
The special meeting will take place at 12:30 p.m. Aug. 28 before a regularly scheduled board meeting. Commissioners will meet in closed session to “deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal” of the fire chief, according to the agenda.
Commissioners will also hear public comment regarding the fire chief before moving into closed session.
In May, the ESD 9 board considered Ramon’s dismissal due to a “complaint or charge” against the chief, but ultimately took no action after a nearly five-hour meeting. The agenda item sparked a large outcry from district employees, community members and Texas lawmakers in support of Ramon, according to previous Community Impact reporting.
Ramon is the department’s first female fire chief and was appointed to the position in 2014.

ESD 9 commissioners also have a packed agenda for the regularly scheduled Aug. 28 board meeting, beginning at 6 p.m. Items of note include:
- Updates on the construction of new fire stations 15 and 17
- Discussion and action regarding “implementation of an anonymous whistleblower reporting system” for the fire department
- Discussion and action regarding potential amendments to the department’s anti-harassment policies
- Potential purchase of five new ambulances
- Scheduling of a public hearing for the district’s 2025 tax rate
