The Jersey Village City Council will hold a public hearing on Aug. 18 for raising the property tax rate in the proposed Fiscal Year 2025-26 budget. The council may also move forward with adopting the budget, which has been adjusted slightly since it was filed July 3, according to city officials.

The breakdown

The city proposed a FY 2025-26 tax rate of $0.8146 per $100 of home valuation. City staff confirmed the rate will increase property tax revenue by approximately $1.5 million compared to last fiscal year.

According to the council’s budget packet, this falls below the voter approval tax rate of $0.8256 per $100 of home valuation and above the no-new-revenue tax rate of $0.7494 per $100 of home valuation.

The proposed budget expenditures include $32.48 million for capital projects and $36.59 million for operating expenses, most of which are city personnel costs.


Funding sources include $45.59 million in combined city revenues and $23.48 million from fund balances. City Manager Austin Bleess identified FY 2025-26 priorities as emergency management, a new city campus, utility infrastructure improvements and merit-based raises for city staff.

Another detail

The city council will finalize the ballot for a November bond election, which is expected to include three bond propositions for infrastructure and public works projects. The proposed bonds include:


  • $21.62 million for a new city campus, which would house city staff and public works as well as add civic amenities and a gymnasium
  • $20 million for improvements to water and wastewater infrastructure
  • $6.5 million for a new city pool and pump house


If approved by voters, the city campus and city pool bonds would be repaid through property taxes, according to an Aug. 13 announcement from the city. The water and wastewater bond would be repaid through utility revenues.

The projected costs for each bond project are based on conceptual designs, industry benchmarks and site conditions.

Also on the agenda

The city will select a design firm for the municipal pool and pump house, authorizing the city manager to move forward with a contract. Other existing features such as restrooms and the shaded area will remain as is, according to city staff.
