The City of Jersey Village is set to begin renovations at Clark Henry Park by January after City Council approved a contract with a construction company Nov. 17.

City Council authorized a contract with Houston-based company HD Outdoor Construction, which submitted a base bid of approximately $730,000 for the project, according to city documents.

With several projects across the Greater Houston area, the construction company specializes in amenity projects at parks and playgrounds, per its website.

The scope of work includes construction of a fenced multiuse field with two grassed baseball fields, one T-ball field, soccer space, covered spectator seating, and irrigation and electrical work, according to agenda documents from the Nov. 17 City Council meeting.


HD Outdoor Construction also submitted two alternates—or potential project additions—totaling approximately $203,000, bringing the authorized contract total to just under $933,000, per city documents.

The city budgeted $1,325,000 for the construction project using savings from the capital improvement fund, City Manager Austin Bleess said during the meeting. The project has been in the works since City Council adopted the 2020 Parks Master Plan more than five years ago.

Looking ahead

Officials said the city will relocate its 2026 Founders Day festival, celebrated on the second Saturday in April, as Clark Henry Park will still be under construction.


Bleess said city staff may also consider relocating Founders Day permanently or rearranging how the festival is set up at the park to prevent damage to the new fields.

Clark Henry Park is expected to reopen by summer 2026, Bleess said during the meeting.
