The overview
Three at-large positions are up for grabs on ESD 11’s board of commissioners in the May 4 local election, meaning the three candidates who receive the most votes will be awarded seats on the board.
According to ESD 11 officials, early voting will be held from 9 a.m.-6 p.m. April 22-26, from 9 a.m.-1 p.m. April 27 and from 9 a.m.-6 p.m. April 29-30 at ESD 11’s administrative building—18334 Stuebner Airline Road, Spring.
A closer look
The election is coming more than two years after the launch of ESD 11 Mobile Healthcare, which provides emergency medical services for 177 square miles across north Harris County, including portions of the communities of Spring, Klein, The Woodlands, Cypress, Tomball and Humble.
In the order they will appear on the ballot, candidates for ESD 11’s May 4 election include:

- Brian Gillman
- Karen Plummer*
- Robert Pinard*
- Jared W. Adams
- Kofi Barkoh
- Kevin Brost, a former ESD 11 commissioner
ESD 11 Legal Counsel Regina Adams said challenger Joel Ocasio is also vying for a spot on the board as a write-in candidate.
