Montgomery County officials and community leaders gathered Aug. 18 to break ground on an expansion to the Montgomery County Mental Health Treatment Facility aimed at increasing access to care for justice-involved individuals experiencing mental illness.

What this means

The project, located on the same site as the current facility, will include an additional 100 beds, Jeremy Barr, president and CEO of Recovery Solutions, said.

Jeff Rone, hospital administrator at Recovery Solutions, said the expansion is focused on serving individuals who are incompetent to stand trial.

“These are individuals who are mentally ill,” Rone said. “They've been arrested, and then a court has determined they need to be restored to competency ... so hospitals like this provide that treatment to individuals who are dealing with mental illness.”

The expansion will increase the facility’s capacity twofold, using a portion of the $50 million awarded to the county in 2023 through the Texas Health and Human Services’ Mental Health Inpatient Facility Grant Program, as previously reported.

What they're saying
  • “We're excited about the project,” Rone said. “We're excited that we're going to be able to serve more of the population that needs to get a hospital bed quicker than they have in the past. So we're hoping this will afford the state the opportunity to move more patients in and to restore the competency that we seek for them.”
  • “This expansion would not be possible if not for members from partnerships between Montgomery County, that was a leader in this many years ago, the state of Texas and our organization, Recovery Solutions, which is certainly the junior partner in all this,” Barr said. “There's a shared belief amongst all of us that people with mental illness can and do recover.”
  • “This project is more than just construction. It's about the people, and every day we face a growing mental health crisis, and our industry knows this firsthand, and that is why we're passionate about delivering projects like this,” Nic Flannery, president of Satterfield & Pontikes, said.
What’s next

The expansion is expected to be completed in December 2026, with patients phased in starting around February 2027, Rone said.

“As long as there's a need and support from the county and from the state, we would certainly be open to further expansions,” Rone said.
