Children’s Safe Harbor, a local nonprofit organization that provides support to children who have been victims of abuse, broke ground on a $10 million facility in Conroe on Aug. 22.

Situated on a 17-acre plot of land, the building itself will be embedded in trees for the safety of children, said Victoria Constance, executive director of Children’s Safe Harbor.

About the project

The building is set to have:
  • A healing garden
  • An investigation wing
  • An investigative services waiting room
  • A medical clinic
  • Eight forensic interviewing rooms
Constance said the two-story, 45,000-square-foot-building will house a law enforcement area on the first floor and an area for children with natural light on the second floor.

Funding for the project came from community donors and state funding, Constance said.

Community donors provided $5 million to the project, including a $2.5 million donation from the Woodforest Charitable Foundation, Constance said.

State Rep. Will Metcalf, R-Conroe, announced in September 2023 that $5 million from the state’s budget during the legislative session will contribute to the construction of the building, Community Impact previously reported.

“This is a wonderful step for our community. We live in a lost world. I hate that we have to have buildings like this,” Metcalf said at the groundbreaking event. “But [I’m] grateful for [Constance] and her team at Children’s Safe Harbor. ... They do remarkable work.”

Constance said her mission of helping children who are victims of abuse is a calling.

“These kids didn’t ask to be assaulted or harmed,” Constance said. “Since I’ve been a really young girl, I really had the belief that I was put here to help make the world a better place.”

What’s next


The building is set to open in the fall of 2025. Children’s Safe Harbor President Matthew Rodrigue said the fact the building is needed is terrible, but it continues a battle he said he’s been fighting for over 25 years: good versus evil.
