With 30 of 600 voting centers in Harris County, Ross Gordon is maintaining the lead in the contested race for Bellaire City Council, Position 3, with 69.28% of the vote, or 1,017 votes. Kevin Newman had 30.72% of the vote, as of 10:50 p.m., Nov. 4, which is 451 votes.

Results remain unofficial until canvassed at a future date.

Unofficial voting results from Harris County show Ross Gordon has taken the lead in the Nov. 4 race for Bellaire City Council, Position 3.


Early returns, which are subject to change and will remain unofficial until canvassed at a later date, show Gordon has 69.32% of votes, or 1,003 votes, while Kevin Newman has 30.68% of votes, or 444 votes.

Meet the candidates

Ross Gordon, the incumbent, was first elected to the Bellaire City Council in November 2021. He served on Bellaire’s Planning & Zoning Commission from 2017 to 2021 as chairman. Gordon is also a licensed professional engineer and certified floodplain manager.

Gordon’s opponent, Kevin Newman, is currently serving as the chief operating officer at Maverick Wrecker Design and Repair, an auto repair shop in Houston. He has served as the former vice chair of Bellaire Living Information Fun and Enrichment, Friends of the Bellaire Library and is the founder of the Bellaire Small Business Association.

Bellaire also has three uncontested races on the ballot, including for mayor and City Council positions 1 and 5. Incumbents Mayor Gus Pappas, Mayor Pro Tem Winfred Frazier and Brian Witt will maintain their seats.

Council members serve a four-year term, with the winner of this election serving from Jan. 5, 2026, to Jan. 7, 2030.
