League City City Council’s vote against supporting a proposed apartment project has effectively killed it.

During City Council’s Feb. 24, JMZ Land Co. proposed building Clear Lake Apartments south of FM 518, west of Louisiana Avenue, east of St. Christopher Avenue and north of Berm Street.

The apartments would have been 72 units with a clubhouse, a fitness center, a courtyard, a playground, a picnic area, a computer center and other amenities. Additionally, the apartments would have been part of a tax credit program to be affordable for low-income families, a representative of the project said.

The development would have been a $12.2 million investment into League City, created 150 jobs during construction and generated various forms of revenue for the city.

However, council members were not on board.


“Our citizens don’t want more apartment complexes,” Council Member Hank Dugie said. “I don’t think that’s something our citizens want.”

Director of Planning and Development David Hoover said city staff does not recommend supporting the project. The land where the apartment would be built is zoned for single-family homes, and the city does not have a history of rezoning such land to accommodate multifamily residences, such as the proposed apartments, he said.

Council voted against the resolution supporting the development with only Mayor Pat Hallisey in favor. The representative said without the city's support, it will not pursue the development further.
