The Georgetown Customer Service Center will open in the first phase of Southwestern University’s 560-acre mixed-use development in 2028, following City Council approval of the development partnership June 9.
About the project
SU 560 encompasses the university-owned land located east of the campus and north of University Avenue, and will feature a mix of employment, residential, retail and hospitality spaces designed to complement the university and broader community, Capital Improvement Project Manager Jennifer Bettiol said at the meeting.
The initial 67-acre Phase 1 will include the new Georgetown facility, which will consolidate 13 city departments with over 250 employees, City Manager David Morgan said. Residents will find customer-facing services in the three-story, 75,000-square-foot facility.
The first floor will include the utility billing department, an IT data center, public meeting spaces, the economic development department and a 5,000-square-foot retail space, according to the June 9 presentation.
Other city departments located on the second and third floors will include development services, code compliance, human resources and askGTX. The facility will also house a remote police office, and remote library lockers and book drops.
Digging deeper
SU and Georgetown officials entered a 99-year land lease for the project.
The university is deeding approximately 1.8 acres of land to the city and will handle the construction of the initial utilities and collector roads. Georgetown will provide an $8.5 million transportation incentive grant to fund road improvements, such as turn lanes and a future traffic signal.
The city will also build a 350-space shared parking lot, which includes 99 secured spots for the city's fleet vehicles.

At full build-out, SU 560 will include 110,000 square feet of office and research space, 45,000 square feet of retail, 150 multifamily homes, a 110,000-square-foot hotel and conference center, a 38,000-square-foot entertainment venue, and 35 acres of parks and open space, according to a university news release.
What’s next
Construction on the Customer Service Center will begin in September, and the facility is expected to open its doors to the public in mid-2028.
