Frisco lays groundwork for construction to begin on new community park at Hall Park

Refinements to a public-private partnership between the city of Frisco and development company Hall Group will allow construction to proceed soon on a new community park.

Frisco City Council on Feb. 15 expanded terms for the new park, to be located in the Hall Park office district, by creating a new master development agreement with Hall Group. A total of $30 million is being invested into the park between Hall Group and the city, according to city documents.

The park is among several projects that comprise a $7 billion plan to redevelop the office district over the next 20 years, including a performing arts center in partnership with Frisco ISD. The park will feature an 18,000-square-foot children’s area, a 6,500-square-foot dog park, event lawn, performance pavilion and several other amenities, a Hall Group news release stated.

The park is expected to open in fall 2023 alongside several other projects that will surround it. Those include an office tower, a 154-room hotel, a 19-story luxury residential tower, 60 executive suites and a 10,000-square-foot food hall, according to the release.

The park will be managed and operated by Communities Foundation of Texas, according to the approved changes. Communities Foundation of Texas will oversee construction, then give ownership of the park to the city of Frisco once construction is completed.

In addition, the Frisco city manager or that person's designee will sit on a board for Communities Foundation of Texas, city documents stated. The city manager will also have approval rights related to park maintenance, budgets and operating hours.

Don Braun, president of Hall Group, said he expects construction on the park to begin in “the next few weeks.”

“We've been working together on this for many, many months,” Braun said. “It's really a culmination of several years of work with this agreement.”
