Frisco officials promoted the Parks and Recreation director to be the city’s newest assistant city manager.
Shannon Coates was promoted July 1 to the assistant city manager position, according to a July 6 city news release. She was first hired by the city in 2017.

Since her hire in 2017, Coates’ team has opened more than a dozen parks, trails and facilities including The Grove. Other new parks include Northwest Community Park and Northeast Community Park, which includes a skate park, according to the release.
“Leading Play Frisco has been one of the most rewarding experiences of my career, and I am excited to bring that same passion, creativity and commitment to this new role,” Coates said in the release. "I look forward to continuing to work alongside our exceptional employees, city leadership and community partners to ensure Frisco remains an extraordinary place to live, work, play and thrive."
The Parks and Recreation department also recently broke ground on the first phase of Grand Park in April during Coates tenure as director.
Zooming out
Coates is not the only person joining city leadership. E.A. Hoppe was promoted to deputy city manager after Henry Hill retired in February, according to the release.
In the role, Hoppe will oversee several departments including: Communications, Fire, Police, and Parks and Recreation.
Hoppe joined the city of Frisco in 2023 as an assistant city manager.
Looking ahead
While a search for the new Parks and Recreation is underway, Mayra Diaz will serve as the interim director, according to the release. Diaz most recently served as the assistant director of Public Services and has worked at the Frisco Public Library since 2005.
