Frisco ISD’s Legislative Leadership Committee outlined a list of priorities–including assessment and accountability, school finance and district of innovation–ahead of the 90th Texas Legislative session, which convenes in January 2027.
The overview
Megan DeWolfe, FISD’s director of government affairs and community engagement, presented potential priorities for the upcoming session during the board of trustees’ Oct. 19 meeting.
This year’s legislative priorities were developed by FISD’s legislative leadership committee, which is made up of more than 100 community members who’ve met seven times since September 2025.
FISD will consult its legislative committee before district officials consider the legislative priorities in November.
Zooming in
According to board documents, the district’s four legislative priorities address issues related to assessment, accountability, school finance and district of innovation.
DeWolfe said the support staff retention allotment is calculated based on FISD’s student enrollment, while the teacher retention allotment is based on the number of teachers employed. The support staff allotment is currently calculated at $45 per student.
“The committee thought it made a lot more sense to base that allotment off the number of people you have employed rather than the number of students you have, so that you could essentially spread it out evenly,” DeWolfe said.
Kimberly Smith, FISD’s chief finance and strategy officer, said the committee favored basing the support staff retention allotment on the number of employees rather than student enrollment to help maintain funding for raises amid enrollment decline.
“If you’re declining in enrollment, that allotment is going to go down every year,” Smith said. “If it was based on the number of employees, at least it would keep that allotment stable for the raise that was provided.”
