Hall Park breaks ground on office building, park expansion

The details

Both projects represent the first developments within the next phase of Hall Parks’s multibillion-dollar development.

Both the park and office tower are expected to be completed in 2028, according to a Hall Park news release.

The Terraces Hall Park includes more than 200,000 square feet of workspace above a parking structure with more than 1,300 spaces. The 10-story building will feature terraces on each floor, and an amenity floor with meeting space, bar/lounge area and a terrace overlooking Kaleidoscope Park.

The space is meant to inspire creativity and productivity, said Craig Hall, Hall Group founder and CEO. It is being built with a high-end approach to a variety of tenant types. About 60% of the building will include move-in-ready spec suites, while the remaining 40% will be customizable shell space, per the release.

The phase will also include two new restaurants: The Tango Room and Commissary.

“It will be a nice addition,” Hall said.

A closer look

The Kaleidoscope Park part of the project is funded through a partnership with the city, the Hall Group, the Kaleidoscope Park Foundation and the Frisco Community Development Corp. Kaleidoscope Park opened at Hall Park in October 2024.

The expansion will add approximately 1.4 acres to the public park, introducing additional landscaped areas, a performance lawn, a water feature, and a large outdoor video screen and performance stage.

Florence Shapiro, Kaleidoscope Park Foundation board chair, said the park is designed to be an active community hub. A variety of events are already held at the park, and the expansion will allow them to expand those offerings.

"Today's milestone is not just about construction. ... It's about sustaining a mission," she said.

Zooming out

Hall Park has been part of the Frisco fabric for nearly 30 years when it built its first office tower, Cheney said. The development leaned into open space, which is a key part of Cheney’s mayoral history, he said.

The development started when Frisco was a small town with nearly 5,600 people. When the first building opened, employees could look outside their office windows and see cows, Hall said.

“The word 'visionary' gets thrown around more than it should. In Frisco though, the first person that comes to mind is Craig Hall,” Cheney said. “He was one of the first people to believe in Frisco.”
