The first phase of an over-200-home residential development called Havenwood will head to Flower Mound Town Council.
The planning and zoning commission unanimously recommended approval of the first phase’s subdivision site plan, along with five conditions, during the Feb. 23 meeting.
The overview
Havenwood is an over 447-acre residential development in western Flower Mound that will include a maximum of 222 single-family homes, said Chuck Russell, a principal planner with the town. The first phase includes up to 87 single-family lots.
The development is located south of Cross Timbers Road and is bordered by Shiloh Road to the west and Scenic Drive to the east. Toll Brothers will develop the neighborhood, which was originally approved by council members in May 2024, in four phases.
At least 25% of the home lots within Havenwood will be at least 1 acre in size, according to town documents.
Diving deeper
Additionally, as one of the conditions for approval, the developer will be required to establish the limits of the Federal Emergency Management Agency and town floodplains, respectively, for the full development when conducting the study for the first phase. Construction within the floodplain will also be limited to private trails, retention ponds, grading and roadways with utility crossings, per town documents.
“We want to start building this model very early on because just like a roadmap that takes you from Dallas to Waco to Round Rock to Austin, you want to have these milestones nailed down,” said Mike Boswell, vice president of land development for Toll Brothers. “You don’t want to be in a situation where you’re in Phase 4 and you need a massive detention pond where you’ve got a lot of trees and you need to eviscerate a forest to fix a problem.”
The developer will also be required to meet town engineering requirements for a proposed intersection at Deer Hollow Trail and Scenic Drive.

The subdivision site plan is expected to be considered by council at the March 2 meeting.
