Kowalski joined the Prosper Police Department in 2014 as interim police chief and was later appointed to the permanent role.
“It has been an honor to serve a community that shows such unwavering support for its public safety personnel,” Kowalski said. “I am grateful to the residents, Town Council, town leadership and especially the men and women of the Prosper Police Department for being such strong partners in public safety.”
Kowalski’s final day of service with the town will be Feb. 13, according to the release. Details regarding the town’s interim leadership and transition plan are expected to be released soon, the release states.
Looking back
During Kowalski’s tenure, the Prosper Police Department grew from 14 officers and six dispatchers into a full-service department with nearly 100 employees, according to the release.
“Chief Kowalski has been a steady, trusted leader during a period of tremendous growth in Prosper,” Mayor David Bristol said. “His commitment to professionalism, accountability and community trust has helped shape a police department our residents can be proud of.”
Kowalski contributed to the planning and construction of the department’s headquarters on Safety Way and played a role in renewing the town’s special purpose districts for public safety funding, the release states. He also established the Criminal Investigations Division and helped implement improvements to the department’s step pay plan and supervisory rank structure.
Additionally, Kowalski worked to implement new technology initiatives, including automated license plate readers and the Drone as a First Responder program, which launched last spring.
