Prosper residents could see a new retail center, including a gas station, at the intersection of First Street and Legacy Drive.

What happened

Planning and Zoning commissioners approved a zoning change at a July 15 meeting to allow a gas station at the intersection of a major and minor thoroughfare, which is an exception to current town rules that only permit gas stations at intersections of two major roads.

Hector Leon, project manager with Westwood Services and a representative for the developer, said the current concept plan includes a grocery store and restaurants, but only the gas station and some infrastructure are moving forward as of now.

However, the gas station will still require separate approval before construction can begin.


“[The gas station] is the only thing that is set in stone [in the site plan],” Leon said. “As soon as we’re through this zoning case, then we’ll come in with a preliminary site plan submittal.”

Leon said it will take some time to find all of the partners and tenants for the development, but given the project’s location at a major intersection, he anticipates it will gain traction as infrastructure gets underway.

One more thing

As part of the approval, commissioners added the conditions for the development, including:
  • Increase the open space requirement from 7% to 10%
  • Require a special use permit, rather than allowing by-right use, for any future farmers market
