Plano is looking to spend more than $300 million on streets, parks and other capital improvement projects as part of its budget for the upcoming fiscal year.

The Community Investment Program (CIP) is a five-year plan for funding and maintaining city infrastructure, including streets, parks, facilities and other public projects.

For the next fiscal year, the focus will be on beginning projects approved in the May 2025 bond election, continuing work on major street improvements and facility upgrades, adding new parks and addressing erosion issues.
Here’s a look at what’s included:

1. Street improvements

Plano residents can expect to see more construction next summer.


The city has budgeted $10 million for upcoming arterial overlays, including the following locations dependent on weather and concrete conditions:
  • Park Boulevard from west city limits to Midway Road
  • Parker Road from Independence Parkway to US 75
  • McDermott Road from Preston Road to Coit Road
  • Legacy Drive from Coit Road to Custer Road


2. Park projects

Plano is investing in park improvements next year, with several parks slated for renovations and upgrades, including:
  • Oak Point Park
    • Project details: building a maintenance facility and implementing phased park improvements for trail connections and park facilities
    • Timeline: February 2021-June 2027
    • Funding: $12.9 million for maintenance facility and $7.68 million for Hillside parking lot and restroom
  • Bruce Glassock Park
    • Project details: developing a new 7.1-acre park near Legacy West
    • Timeline: September 2024-November 2027
    • Funding: $3.84 million
3. Facility improvements

Public safety facilities will see upgrades as a result of the 2025 bond election, including a new police headquarters and fire station construction and renovations.
  • Police headquarters
    • Project details: constructing a new police headquarters facility at the corner of Park Boulevard and Alma Drive
    • Timeline: October 2025-September 2030
    • Funding: $17.81 million
  • Fire station construction, renovations
    • Project details: constructing Fire Station 14 and renovating Fire Stations 3, 7, 8 and 14
    • Timeline: October 2021-September 2030 (for various projects)
    • Funding: $7.63 million (Fire Station 3, 7, 8 and 14)
4. Erosion control and municipal drainage


Plano’s water and sewer CIP will direct $57.8 million to citywide projects, including efforts to address erosion and stabilize city infrastructure. A 2022 study of more than 3,000 sites highlighted areas that need immediate attention.

As the budget process continues, erosion control will remain a key focus as officials determine how the city should address the situation beyond already planned projects.
  • Streambank citywide erosion assessment project
    • Project details: adding erosion stabilization measures at locations identified in the 2022 citywide study
    • Timeline: October 2022-September 2026
    • Funding: $3 million
  • Winding Hollow drainage improvements
    • Project details: improving drainage and reducing flooding concerns on Winding Hollow Lane and replacing the water line between Mariners Drive and Seascape Lane
    • Funding: $2.895 million
    • Timeline: January 2024-January 2027
  • Arbor Hills Nature Preserve erosion control
    • Project details: addressing erosion issues at the northeastern pedestrian bridge; Plano City Council previously approved a $1.2 million contract Aug. 11 to fund erosion control work at the pedestrian bridge and main entrance
    • Timeline: April 2023-September 2027
    • Funding: $1.06 million
