Utility relocations are underway ahead of the planned SH 5 reconstruction project, and span from Plateau Drive to Power House Street.

What you need know

The project is split into two phases, with the first phase starting at Plateau Drive and extending to McMakin Street along SH 5. The second phase will begin at McMakin Street and follow SH 5 to Power House Street.

The city is prioritizing Phase 1 of the project to clear utility lines in time for the Texas Department of Transportation to start construction along the roadway. Phase 1 of utility relocations is expected to be completed mid-2025, while Phase 2 of relocations is projected to finish mid-2026.

“There will be several road closures along cross streets connecting to SH 5,” Capital Improvement Program Engineer Brook Retta said in an email. “These closures will be phased out, and proper signage and detouring will be provided.”




About the project

The city of McKinney contracted ANA Site Construction, LLC in April for the utility relocations. The work includes relocating and reconstructing over 23,000 feet of water distribution mains and about 10,700 feet of wastewater collection lines, according to city documents.

The utility relocation is being funded through capital investment funds but a portion may be reimbursed due to a standard utility agreement with TxDOT after construction is completed, Retta explained.

“The current project cost is $15,817,047.50 pending change orders and other field changes that will impact the final construction cost upon project completion and acceptance,” Retta said.




Phase 1 of construction for this project will go to bid in December, while Phase 2 is projected to go to bid mid-2026.

“[This] will all enhance the safety, connectivity, and ride quality of drivers and pedestrians,” Retta said.

The context

The utility relocations are a part of a bigger project by TxDOT to reconstruct SH 5 in McKinney and neighboring cities, including Melissa and Anna.




Planned improvements include new concrete street pavement and driveways, raised medians eliminating the two-way left turn lane and an underground drainage system.

A 12-foot-wide shared use path along the west side of the road and 8- to 10-foot-wide sidewalk along the east side of the road will be constructed, along with barrier-free ramps, traffic signals, traffic signs and pavement markings.
