Demolition of former McKinney City Hall expected to start in April

“We want to preserve as much of that parking as we can for as long as we can, but during demolitions, a lot of that parking will be unavailable to the public,” he said.

Quint spoke on the upcoming demolition during a March 24 City Council work session. City officials have been discussing redevelopment plans for several city-owned properties in downtown McKinney since 2023.

The effort stalled briefly in May 2025 before city officials resumed discussions in August 2025. Since then, plans have been announced to demolish the former city hall and development services building and reconstruct infrastructure in the area.

Quint’s latest presentation to council also included details about the future infrastructure work and proposed parking garage at the corner of Hunt and Kentucky streets.

Public infrastructure work in the area is expected to occur in two phases, according to Quint’s presentation. The first phase is expected to start in late 2026 and end in late 2027, Quint said. The second phase is expected to start in early 2028 and end in late 2028.

That work will include road reconstruction, restriping and utility work, he said. Officials hope to minimize the impact on businesses as much as possible, Quint said.

“We recognize that folks are worried about the business impacts of this type of construction,” he said. “As we’ve done with every downtown redevelopment project, we will make sure that every business has pedestrian access to it. We’ll make sure that we direct traffic control in a way that moves folks through the area as efficiently as possible.”

Preliminary conversations are underway with McKinney Economic Development Corp. on developing an office building at the former city hall site, Quint said.

“Right now, they’re testing the market,” he said. “They’re not really going out and making any formal advertisements but they have had a number of conversations with folks approaching them.”

Schematic design is also underway for a proposed parking garage in downtown McKinney. Council members approved a contract with Fishbeck earlier this month to work on the project.

It could accommodate between 330 and 630 parking spaces on up to six levels of parking, according to Fishbeck’s proposal.

“There's been some conversation about how it's going to look,” Quint said. “We don't know that yet. We're hoping that, as part of this schematic design, we'll get some preliminary ideas and concepts. We'll be able to share that information with the City Council and the public as soon as we have it.”

If the garage is ultimately constructed, Central Park would be relocated to the east side of the current lot, Quint said. The timeline for that is to be determined, he said.

“We've got to get farther into the parking lot design and timeline before we know more about what's going to happen and when on this park,” he said.
