McKinney officials are developing plans for a new recreation center and water pump station north of Bloomdale Road.

McKinney City Council members approved a professional services contract with Parkhill Frisco during a Feb. 3 meeting. The firm will draft a master site plan for a proposed recreation center and water pump station on 111 acres of land in north McKinney.
Council members approved the purchase of 110.42 acres from McKinney ISD in January for the project. City officials intend to develop a “multigenerational” recreation center, water pump station and other civic uses, according to a city document.
The contract cost is not to exceed $199,780 which includes $20,000 in contingency funds, according to the city document. The project is expected to take six months, according to Parkhill’s proposal.

Under the contract, Parkhill officials will create an “implementable vision” for the site and its future facilities, according to the proposal. The project is broken down into eight tasks that will include development of three site layout concepts, a land use plan and a final master site plan.

Under terms of the purchase and sale agreement approved by city and district officials, the city will pay $7.5 million in cash and grant McKinney ISD rights to swim lanes at one of the Apex Centre’s pools and a future aquatic facility that will likely be located on the land the city is purchasing, according to officials.
These rights are valued at $11.5 million, bringing the total value of the purchase and sale agreement to $19 million, according to the agreement.
An interlocal agreement approved by city and district officials dictates that the city will develop a “multi-generational recreation center” with "world-class" amenities, including:
- Indoor heated competition swimming pool
- Indoor and outdoor leisure pool
- Play areas
- Party rooms
- Multifloor fitness hub
- Gymnasium
- Basketball courts
- Indoor track
Under the agreement, the city must provide final plans and project timelines for the recreation center to the district by Aug. 31, 2027. The city must complete construction of the recreation center by Aug. 1, 2030.
