Every fiscal year, city officials establish a set of department-level objectives ranging from the McKinney Economic Development Corp. to the McKinney Fire Department. City Performance Manager Saima Ali reviewed results from fiscal year 2024-25 during a Dec. 16 City Council work session.
In a nutshell
City staff set 187 objectives in total for FY 2024-25, according to Ali’s presentation. In addition to the completed objectives, city staff made progress on an additional 24 objectives. Each objective is categorized into one of six strategic goals set by McKinney City Council.

- Financially sound government
- Quality of life
- Safe and secure community
Objectives that were placed on hold included finalization of the former Lower 5 Plaza project with the Texas Department of Transportation. That project was shelved in September after losing $15 million in federal funding.
Another objective placed on hold was execution of an agreement to govern redevelopment of city-owned properties in downtown McKinney. The former City Hall and Development Services buildings are slated for demolition in early 2026 while city officials explore a redevelopment partnership with the McKinney Economic Development Corp.

Looking ahead
City staff are already at work on objectives set for fiscal year 2025-26. Council members adopted new staff objectives in May. FY 2025-26 began Oct. 1 and will run through the end of September 2026.
