Planning and Zoning Commission members voted to recommend approval of the SUP during an Aug. 12 meeting. The restaurant would be located at 3300 Virginia Parkway next to a Walmart Neighborhood Market.

The property is currently zoned as a planned development district that requires a specific use permit to operate a drive-thru restaurant, according to a city document. As part of the request, the applicant submitted a site layout for the restaurant.
City planner Stewart Starry said the applicant worked with city staff to address concerns about vehicle queuing near Virginia Parkway. The layout has been orientated so that entrances to the restaurant are located on the west side of the property and any vehicle queuing would happen in the parking lot, he said.
“They have oriented the layout towards the west of the subject property and so the entry into the property will be in the northwest corner, distancing the entry further away from the right of way,” Starry said. “If there were to be any potential queuing, it would happen in the parking lot, when before it would have been closer to the entry to the commercial block near where Virginia Parkway is.”

Council members considered and denied a similar request for a McDonald’s restaurant at the same location in December 2024. Since then, the entrance locations were shifted from the south side of the site to the west side.
“We took the information that we got from council and the feedback we got from them and really incorporated that in this design," said applicant Leslie Ford during the commission meeting.
The property is located next to commercial retail uses to the north and west. Bonnie Wenk Park is located to the east and Watermere at McKinney, a senior independent living community, is located across Virginia Parkway to the south.
The commission’s recommendation will be forwarded to City Council on Sept. 2 for consideration and action.
